THE JOB PLACEMENT PROGRAM
AND
THE TRAINING FOR JOBS PROGRAM
In September 2002, the Ministry of Employment and Income Assistance
(MEIA) commissioned an evaluation of its two major employment programs,
the Job Placement Program and Training for Jobs Pilot.
The Job Placement (JP) Program is designed to assist the most
job-ready BC Employment and Assistance clients to obtain sustainable
employment. The Training for Jobs (TFJ) Program Pilot provides
BC Employment and Assistance clients with short-term skills development
training, job placement and other supports required to obtain sustainable
employment and independence.
The Evaluation of the Job Placement (JP) Program and Training
for Jobs (TFJ) Program Pilot, conducted from 2002-2005 by
the Victoria Consulting Network (VCN), was undertaken to:
- Determine if clients accepted into JP/TFJ moved into sustainable
employment quicker than if they had not participated; and,
- Provide advice on developing future employment programming.
The evaluation includes input from program service providers,
clients and ministry staff, and identifies a number of successes
with ministry employment programs. Specifically, the report highlights
the significant number of clients assisted to employment and the
incremental benefits gained through a reduction in income assistance
payments.
The evaluation also finds that the Ministry must continue to
improve programs to meet the needs of the changing caseload, and
recommends strengthened administrative and internal controls.
The summary of the evaluation, dated September 9, 2004, is included
below along with an evaluation update, dated July 6, 2005. These
documents, along with other research on programming in other jurisdictions
and feedback from staff, clients and service providers, are being
used to determine which elements of JP and TFJ work well and what
areas need improvement. Current employment programs will be refined
in a way that best suits client needs and capabilities, and addresses
changes in the nature and characteristics of the income assistance
caseload.
